What happens when a domain that is in a 60-day transfer lock is sold? Do I have to wait for the removal of transfer lock before the domain can be transferred? Is there a registrar that allows transfers during initial 60 days?

You have to wait.
However many registrars have the push option so you can transfer the domain to another account on the same registrar.
