What happens if a domain does not get sold in GoDaddy Closeouts? In how many days does the domain get available to hand-register again?

I don’t know how long but it’s roughly 60 days after the expiration date when they actually drop as long as no backorder was placed. Not sure how GoDaddy handles it.

Depends on the TLD. for .com the life cycle is as follows:-

0 Expiry
45 Registry Redemption Grace Period
75 Pending Delete
80 Registration Available*

* Any decent domain will be picked up by drop catchers within milliseconds of the drop. So it is better to backorder any decent domains at a drop catch company. Than to try to hand-register an expiring domain. The three biggest drop catchers are DropCatch ($59), SnapNames ($79), NameJet ($79). DropCatch are the most successful of these 3. But if there is more than 1 backorder on a domain, it goes to a public auction. Wheras in the case of SnapNames/NameJet, it goes to a private auction of the people who backordered the domain.

Means it of no use waiting as it could take 3-4months after it dropped unsold from Godaddy closeout to be available for hand reg is not dropcatched

The owner would probably renew it or you could wait until it appears at expireddomains.net

I don't see where you get the 3-4 months from. The domain will be available to register 80 days after expiry. Not 3-4 months after it's not picked up at closeout $5 auction (which from memory is about 35-38 days after expiry). Also. Do you really want to run the gauntlet of it being picked up by a dropcatcher, when you can secure the domain for $5?
