In fact, your question is way too general, so you can get up to hundreds of ideas or so. But here's mine;

Let's assume that you have the money to start a web hosting business, you need to:
1. Research on the net about "starting hosting business articles" this will help you with your entire plan.

2. You should consider buying a Reseller (startup), or a Dedicated Server (startup also but needs more knowledge and investment).

3. You'll need to get a brand, register it, do legal stuff, and get your site ready.

4. If you are not very good with system administration, you'll need to hire a tech or two to keep your server secure, stable, upgraded, etc. etc...

5. Write your business plans, pircing, apply for payment processors if wanted, so on

6. Specify who'll provide customer support, If you can't stay to do it, hire someone

7. Marketing & Advertising
