What determines Godaddy/Afternic sales commission 15% vs 25%?

If I change nameservers to Godaddy group (eg Dan.com) - while negotiating but prior to finalizing the sales price - will it count for the lower commisisons (15%)?

If not why not?

This remains the same, the domain has to be pointed to GoDaddy Aftermarket nameservers, a list of which can be found through Afternic's Help Center: https://help.afternic.com/s/article/What-are-your-fees-commissions
