What are the steps to design a Website?

Please anybody tell me about the steps to design the website.

i start off on paper in organizing the layout, navigation, etc based on the type and number of pages and other needs. then i bust open dreamweaver, build the main divs and plug in content.

1. Get an idea.
2. Think of a name for the site.
3. Make a template in photoshop (or get one online).
4. Code it.
5. Get hosting, a domain name, and put it online.
6. ???
7. Profit.
