I think it's possible to develop it, but if not, how much it could cost?

It doesn't sound very attractive...
But it's brandable and the apps niche is still very good. So I would say low to mid $xxx and high $xxx if developed.

I thing there is being some weird apps out there, so it could be a fun to have a website with review or even contest for weirdest apps. I would develop and than post for appraisal as site.
