i got an offer for one of my tvs 2 days ago for 1300.00- i countered with a bit higher- never heard back- i am cool with that- today i get a bid on the same name at sedo, for 200.00..... do you think it is the same guy?

It could be the same guy lowballing. If it's the same guy, as long as you don't accept the offer, he will probably raise the bid up to his old offer or somewhere around there.
