Website design needed

Hi All,
I am needing a website designed, however I was wondering who charges what for the following:

Home page (basic) with the following links:
Photos
Videos
Blogs

I am just fishing for costs of web sites etc...

also once designed, I want myself to be the administrator so I can upload material and change it round etc, (I use Dreamweaver however am a bit of a novice at this)

mate, from the website point of view your looking more for a Joomla type system. I cant design for Joomla myself though there are many premium themes or even custom designers for sale on the internet. a few of the top of my head:
