If you're looking for quick development (such as developing 5 or 10 domains you have) then you should consider CMS scripts like Wordpress or Joomla. These are easy to setup and install, easy to manage, and fully customizable if needed.

If you're looking to develop one specific domain which is going to be your business...your bread and butter..etc. Then going to start from scratch route may not be a bad idea. Quickest and easiest my vote would be to Wordpress!

you need to upload WP to your server / you can also install a local server ( en.wikipedia.org/wiki/XAMPP)
