[Wanted] Coder for a full website, not too big.

I am looking for one PHP coder (possibly mySQL) to work on a website concept i have. Designer should be able to make the layout. Possibly also create HTML website templates, or i will provide "pre-made" html templates you would have to intergrate into the system.

The site will involve
-Signup
-User Panel
-User Functions
-Admin Panel

I do not want to publicly release the site concept Just yet.

If you are a good php/sql coder, please post here or message me, i will then send you a rough plot, give me a ball park quote, the coder i choose will then recieve the detailed plans.
