How can i make a live video stream? For example, people can view video that i am streaming from my computer.

You can use Windows Media Encoder..

You can use OBS Studio to capture and stream the video from your computer. If you want people to watch it on your own website, you will also need a streaming server such as an RTMP server, plus a video player on the website. For a simple setup, OBS can stream directly to YouTube or Twitch.
