vBulletin mods/templates?

Does anyone do vBulletin mods/templates? We are considering offering a service to a set of clients involving vBulletin, but would like to have someone do the mods/templates. Right now we are just in the research stage, so we won't be hiring right this minute, just want to know who does that sort of work and what the going rate is. The work will be freelance based per project, not a salary.

If this is the wrong section, sorry to the mods. Not sure what other section it would go in.
