I am not sure about what according to you does not make sense and if you can make it bit clearer, I'll try to address, your areas of concern.

For whatever has been quoted by you and if I understand it right, here is what it means :-

Discount is being offerred for advertising on site http://domainspeaks.com . There is certain price for advertising on the site and at present the price has been lowered for limited time.

There are different advertising plans (depending upon location of ads and their potential value), and there is discount on all of them. Discount on one advertising plan may be 47% while on another, it may be 50%.

Such discounted price for advertising is available untill May 31, 2006 as of now.

Site provides domains free of cost with complete control and without the need to post or carry ads. To fund such expense, advertisement space is being sold, with reduced price for limited time.

Don't know why but people don't seem to be interested. Site has had 560+ unique visitors so far @ approx. 29 unique visitors/day and all this is just 22 days of its launch during which site initially offerred just pre-registered domains for use but now provides free domains with complete control, without need to post or carry ads.
