<ul> Menus and content - Page size?

I am designing a page that will fit the window that it is opened in but I also want the menus and content to be similar to the "User CP, Chat Room, NP$ Store....." on namepros, as in if the user narrows up the window the horozontal menu will squeeze but once it hits a point it stops squeezing and become hidden. I don't want it to stack, if you know what I mean.

I can't figure it out. Help.

I would like all my <div> boxes to do the same. Most of my content is inside of these boxes and I want it to squeeze down up to a point and make the user scroll over if their window is too small.
