Don't want to get off topic but just want to throw my observations into the mix as I am a former Brit living in North America.
Europeans are open to change, they embrace new ideas more easily than North Americans. They thrive on challenges and risk, the European Union is itself a prime example.
They also, whilst recognising the EU, still believe in their own countries indentity, this is clear by the use of .co.uk, .de, .fr, .es, .it etc.
When it comes to .tv Europeans can also see the fantastic opportunities that the ext provides and are prepared to use it to it's full potential.
On the other side of the pond the opposite applies. A country as large as the United States doesn't even believe in it's own ccTLD - .us!!
They continue with .com because "dot com is king" and "You can only make money with a .com" attitude.
American businesses in general are afraid to step out of their comfort zone and take a risk if there is a possibility that they may make less money -- Everything is money and profit related......... Wonder why we are in this global recession???
So in essence, a country that won't embrace it's own cctld is not going to embrace any other unless it becomes too big to ignore and may dethrone the king....... Oh, and there's lots of money to be made.
