Trusting a Web Designer?

I want a site done in PHP. I already know exactly how the layout should be, and I've already designed the pages on paper...

I want to give it to a friend of mine to build, and I want exclusive rights to the script.

How do I know these web designers won't resell the scripts? What happens if they resell a script that was built from your ideas? Surely there's a law protecting the people who came up with the idea (and site owner) from the web designer?

copyright law has the ability to protect programmers' scripts, but it is hard to detect and enforce. your best bet is to get the design done first and then have the script created, or outsource different parts of the script.
