Transferring domain - Rules?

Perhaps someone can help me with this issue. We had a domain at one registrar, then we decided to move it to Godaddy, but we have changed our mind and we would like to move to some other registrar. The problem is, we are not able to do that, because of some specific transfer-time rules. Godaddy support says this is universal rule, but some friends of mine said it is not. Do you know anything about it? Is there any registrar which doesn't has this rule, but it is very stable and has other products besides domain names?

Generally speaking a domain may not be transferred away after initial registration or transfer from another registrar. Icann rule, applies all across the board.
NB: these rules apply to gTLDs and certain ccTLDs like .us

There are some exceptions though (sometimes used for stolen domains).

See section 3.8:

A domain name is within 60 days (or a lesser period to be determined) after being transferred (apart from being transferred back to the original Registrar in cases where both Registrars so agree and/or where a decision in the dispute resolution process so directs). "Transferred" shall only mean that an inter-registrar transfer has occurred in accordance with the procedures of this policy.

In theory you could get the domain back to the previous registrar. But you are now talking about another, third registrar if I read this right.

This should be universal across registrars as it is an ICANN rule, but as Kate mentioned it depends on the TLD. I found something on ICANN's site that confirms the 60-day waiting period for new registrations and transfers:
