Track Down A Domain For Me?

I once saw a service where the person was offering to attempt to track down the domain owner in order to make an offer on it. (No, I don't mean stalking -- email him, find him on a forum, etc)

Basically, there is a domain I want but the owner is not responding to emails. If you can get it, maybe we can work something out. I will only pay you if you get the domain at the price I want it at.
