How do you convert PSD templates to html that you can actually use? Do you slice it up and then use tables to put it back together again?

Yes. Make sure you aren't using too many images or your site will load slow. Also try to save them in file formats that load fast like png or gif. Try to stay away from the jpg's because they suck a lot of space.

goto file save for web.. but first u have to slice it

Slice it well, then code it. You may have to do some modifications while you code it in order to make it fit perfectly.
