A question for anyone who may have an answer.
During negotiation in the offer/counter offer section at Tdnam are all other offers blocked until those negotiations end or do you still receive any other offers?

I doubt if all offers are blocked. The more offers which are sent, the more likely the sale will complete.

When I worked there - an offer is just an offer unless accepted. However, I cant recall what happens if you make a counter offer (which is binding) and someone else makes an offer to you or opts for the BIN price.

I would email TDNAM directly. Regular support wont know this answer.

Once an offer is accepted by either party, the domain is sold and all other offers are no longer binding. At least thats what usually happens to me when I've sold domains there.

I believe were discussing what happens if the owner counter offers - and while the counter offering is being considered - another offer comes in from another interested party.

Oh ok but I believe the same thing happens. Once the owner accepts the new offer the domain is sold and all other offers are no longer binding. This has happened to me with a couple names in the past on tdnam.
