Definately low $xxx to an end user. Short, to the point and the extension fits nicely. To a reseller, maybe mid $xx because the domain is of no particular use. I would try to find an end user - definately worth it.

I think subdomains would be a great idea. You could develop a site for each state and have a directory on the front page of one of the domains.
