Starting a URL redirection service?

I am going to start a URL redirection service. How do I go about this? Do I need a script, or can I just change the URL settings in my own control panel?

If I do need a script, are there any free ones around?

I am looking for something so I can start my own service like co.cc
I just acquired fired.at so I am trying to make it so my users can have domain.fired.at

To do this, could I just use cPanel to manually change my subdomains and redirect them?

You can use a script to create domains.fired.at instead of creating them manually.
