Debating if I should develop it and wait or try to target someone looking to make it there own, and thoughts from the pros?

Short and catchy. I like it and can easily see a commercial use.

However there is a lot of choice out there for such domain names, so you need someone with a good budget to find it and like it. Get it visible and a startup might offer 3 figures (I think the slang "grub" kills it being into 4 figures, but who knows)
