Special character registrations.

I have been looking all over the place and I am not really sure how I would go about regging a domain with a special character such as (ü) or something similar. I know there is a word for those type of characters but I can't think of it. Is this type of reg restricted to certain regions or specialized registrars?

I used domainsite (domainsite.com) to register ɜ.com.

Although I've only used domainsite.com for my IDNs.
