Site promotion and advertising?

Hey folks
Where/how do you promote a website? I am planing quite a large site currently, and need alot of people to register. I know this ultimatly depends on what the site is offering, the look etc, but how do I get these people there in the first place.

1) Advertise on a bunch of popular forums
2) Pay people to post (or offer some sort of reward)

Depending on the type of the site, first you need to know your target audience i.e the people who will be interested in your site and it's content. Once you know your target audience then advertise on places where these people hangout. Also participation in various forums and adding a link to your site in your signature will help too.

Another good way too is to submit to Google and get your PR up. I know NP comes up pretty high on the searches.
