advice Should I develop these domain or not

Hello I have these domains for sometime now and have been looking for buyer though I have received 3 different enquiry before from one I parked at bodis.com, the second one I did an outbound as directed from this forum, and a company was interested in the name i was very happy, and I agreed to his price only for him to back out of the deal.

Now i want to look at the bigger picture here and am contemplating here if i should develop two of the site and make an application for one.
My question for you all is this what type of business would be best for these domains, and the easiest way to make this dream a reality and also minimizing cost, or should I just sell The names in auction like I have done before.
