Happy New Year!
I am trying to add an icon to my URL so it will display in my address bar.
At: www.equipmentpolice.com, I have inserted at the fifth line: <LINK REL="SHORTCUT ICON" HREF="http://www.equipmentpolice.com/ep.ico">
But nothing is showing.
Is this coded correctly?

yes the code is correct.

Did you put it between the <HEAD> and </HEAD> tags?

It was between the two head tags but I moved the close tag up to where you had illustrated and I still don't see it; Do you?

All you need to do is save the .ico file as "favicon.ico" and place it in the main folder, then you don't have to do any coding.

At least that's how I did it for my sites...

I removed the code too, but still NG.

When I went to the site the icon came up, so it looks like it's working for me (it came up in the Firefox address bar, didn't come up in the Explorer address bar but when I bookmarked it in Explorer the icon was visible in my favorites folder...but I'm using a very old version of Explorer here at work).

The bad ones are coded the same as the good so I can't figure it out.

Forget the code.
Just create an icon image. 16x16 pixels is optimal, but any square will work, although it can get pixelated while resizing to 16x16.
Name it favicon.ico
Place it in your site's root directory.
IE might have a trouble showing it (there's a glitch - if you have accessed the site from this particular computer before the favicon was uploaded). Firefox and Opera will see and show it immediately.

The icon will never show under Internet Explorer UNLESS you add the site to Favorites.
