Whether it is safe to invest in .sh with Good Names for 2-3 Years

No. I had a .SH domain 15 years ago, but I never had any requests for that.

I know of .CH which is the Swiss ccTLD and only because I sold a domain to someone from there with the email @.CH

As a keyword+extension domain I would not advice you to invest your time, sweat and money in it.

However as a hack, if you find a strong single word dictionary name within a vibrant niche with many identified potential buyers then that could be worth considering.

Poker.sh was sold for $1500 in 2006 so it's not a new kid on the block.
