.mobi Search.mobi development question

I own search.mobi in a foreign langage.

Google lets you create a search engine in a foreign language.
Are their any "canned" tools that would enable me to create a foreign language search engine that would also allow me to limit the results to .mobi sites and URLs that contain the word "mobile" (to make it a true mobi search engine).
