Scamed by VPSLand?

Hello Im new in this seccion

Well Im a bit confusing about a issue:

I want a VPS windows host, so August 25 I asked a friend of mine, also namepros member to rent a VPS windows at VPSland.

I choose package 2 , price is: $30 dollars but with 50% off first month , cost was $ 15 dollars.

ok, my friend paid :
Payment To VPSLAND.com, LLC 25 Aug. 2006 Completed Details -$14.50 USD $0.00 USD

That was 25 August.

Today is 29 and VPSland didnt reply my friend or me back.
I didnt recieve my VPS windows.

My friend asked about refund and VPSland didnt reply back.

VPSland has to contacts emails: mine and my friend email and didnt recieve any answer .

SO what can I do?
VPSland had to give me VPS windows 24-48 after payment, That was august 25.

Go in asking pre sales questions then hit them with WHERE IS MY SERVER ?

Well, they used to be good, but since their 50% deal I heard their being bombarded or w/e. Also some stories say it takes a few weeks to get the vps up, by then they have found another provider wanting a refund, then vps land wont give them one. Just check WHT for reviews, barely any good ones.

I cant understand why offer as much as theycan provide.
why say: 24-48 to get your vps

AND: I sENT PREVIOUS EMAIL REGARDING VPS OFFER AND THEY REPLY IN SECONDS.

but now, I dont get any answer.

well mad a paypal complain about problem and paypal replied that has to wait 21 days
well will wait and see what happen
i want my money back
