Not a bad design. Here's my opinion:
1. Lockedhost.com for a proxy? I don't see how your name has anything to do with a proxy. Remembering your name would be much easier if it had the word "proxy" in it somewhere or something dealing with proxies. For example, I sometimes use hidemyass.com as a proxy. The name is very creative so it's easy to remember.
2. Try using CSS if you can.
3. I just don't get your website's theme. Maybe it's me, but I never think of unlocking a website when I think of a proxy.
4. Why is there tape on the footer? Of course I know what it's meant to do, but it looks out of place. If you're going to tape something, make the thing you're taping look like paper.

I would give your website 3/5 stars. My main concern is the name has little to do with the website content.

Lockedhost.com would be better suited for a webhost that advertises good hacker protection or something like that. It would also be good for a domain parking service.
