"It has come to the attention of RegistryPro that some .pro name holders are licensing their domain names to parties who may not themselves qualify for a .pro domain name. This practice may have caused some temporary confusion in the marketplace.

RegistryPro, in accordance with its agreements with ICANN, registrars, and others, fully maintains that every .pro domain name sold is activated only after appropriate professional credential checks have been successfully completed. Furthermore, all .pro domain names are sold to credentialed professionals, namely attorneys, physicians, engineers, and accountants in the US, Canada, UK, and Germany.

Once a .pro domain is appropriately purchased, RegistryPro does not assume control over the use of that name. This includes the secondary market and licensing programs referenced above.

In efforts to foster discussion on this topic, RegistryPro has launched a public forum at http://www.registrypro.pro/forum to allow the public to openly voice their opinions.

It is our hope that all viewpoints are fairly and constructively discussed. "

I guess that means they're perfectly fine with Encirca's method of selling .PRO names. As I suspected!

I think the price of .pro domains will be going down soon once other registrars pick up on this!

I guess that means they're perfectly fine with Encirca's method of selling .PRO names. As I suspected!

I still have one nagging concern about the Encirca arrangement- that according to the terms of their contract, registrars are not permitted to "warehouse" domains. The registration of thousands of domains by Encirca seems to violate that one clause. I do not doubt that RegistryPro is thrilled by the number of new registrations of the second level domains. ICANN will have to comment positively for my total comfort.

I did some research: see ICANN Registrar Agreement at

"3.7.9 Registrar shall abide by any ICANN adopted specifications or policies prohibiting or restricting warehousing of or speculation in domain names by registrars."

Amazingly, ICANN has not adopted any policies regarding warehousing.
And its not clear what the definition of "warehousing" is. If these are domains with working sites or sites in development, thats not warehousing.

It would take ICANN months to develop such a policy. (the Whois policy is entering its third year). Registrars would just spin off a separate company like Godaddy did with DomainsByProxy.com
