RapidShare is legal but theirs been a lot of court cases regarding the matter. Recently Germany (RapidShares location) ruled they couldn't be held accountable for what users upload or download but this is only the most recent and in the past theirs been other rulings.

I'm pretty sure its really successful since it has a lot of obscure things and you always get a constant download speed.
