www.randomwinners.com just acquired this domain. will develop it into a simple script where people can either upload a text file containing list of users and specify the number of users who should win and the script will randmly pick them, or they enter the list manually.

If you are getting good traffic and actually giving out money, could be worth low x,xxx to low xx,xxx. Not sure if you will get the revenue from ads to fund the payouts though and have some left for profit... Undeveloped, worth low xx to low xxx.
