Can I push my .be domain name to my friend (namebay)? If yes, how?

I don't think there is such thing as a push.
I believe you will have to perform a transfer, even if the name remains with the same registrar. This is necessary for the change of ownership.
A transfer involves the payment of a fee by the acquiring registrar, equal to 1 year registration. Please note that as per dns.be policy the remaining registration time is lost upon transfer. So if you transfer today you pay for 1 year (or more) and the renewal date would become 09-Dec.
