PHP / Mysql Programmer Wanted

Hey,

Im going to setup a hot or not site and im planning on using http://www.scripts-for-sites.com/item.php?item=104 as a base script.

Im looking for that to be updated by a programmer to change a few things including:

1. mod_rewrite to change all the urls that look like ?user=sdjod to www.domain.com/user
2.change typing in age on signup to date of birth and limit it to 18+ only
3.Add in email verification so an email is sent on signup before an account can be activated, including when changing email.
4. Limit picture file size and dimensions

If you can give me a rough quote on how much this would cost (i know the demo link isnt very good), i would appreciate it
