PHP/MySQL Corporate Intranet Database Project

Looking for an experienced and professional coder very fluent in PHP/MySQL and design aspects to create a small corporate intranet for a financial investments company. The intranet will need to seamlessly be able to:

-Handle logins and individual performance data
-Run specialized profitability and performance-related reports on data
-Ability to export data and reports to CSV, Excel, PDF, Word, etc.
-Be easily editable by the company IT department with a simple guide on administrative features

This will be an initial project with options for more contract work going forward. The ideal applicant will be:

-Extremely well-versed in English (preferably first language)
-Expert-level PHP/MySQL coder
-Strong design and layout abilities
-Able to work on this project as a primary high-priority issue and get the work done ASAP (time-sensitive project)
-Available for tech support and ideas via instant messenger and phone
-MAJOR PLUS: Located in the Seattle, WA area.
