I like it. It could be a great directory for pet-friendly hotels/motels across the country.

value? $50 undeveloped, or A LOT more to the proper end user (maybe look for a big pet-friendly chain that might want to take it).

If you developed it as a directory and resold it you could get $300++ I would think.

Developed into a directory with a high PR will make this domain worth in the high $xxx but right now I say low $xx

I agree with low xx. I don't really like .biz unless they are really business oriented. The directory idea is definitely a good one.
