I would like to offer a personal website for members on my forum, but not sure how to set it up.

Looking at having something like:

username.forum.com
or
forum.com/username

How can I set this up? I wouldn't mind to have something simular to Geocities... one without a FTP. As my forum has nothing to do with computers/internet, so a lot of people won't know how to use a FTP.

Any suggestions are appreciated. I would rather not spend any money, or atleast nothing more than $15-$20.

yeah. b2evolution is a good one.i have too installed it in my website.well i dont have much information about how to install it so i just used fantastico for it.

There's two...not so easy...ways to do it. Of course, there's more, but this is probably the easiest without going and getting a script to do it for you.

You could, if you wanted, create a folder in your main directory named after the name of the user. Then, simply go into cPanel and create a subdomain that links to the name. Sometimes, however, cPanel gets iffy if you create the folder before you create the subdomain...so, watch out. This would allow you to give the user his/her own login details and FTP, etc.

The second option would require WHM, but is much easier. Simple create a new account and enter the domain as you would the subdomain. Ex: mike.forum.com. WHM will take care of the rest. This would also allow you to give the user his/her own login details and FTP, etc.

Two simple ideas you might want to look into.
