Yes it is. Paypal never uses any other address than paypal.com. If you see a link from an IP it's a scam.

btw...99.9% of emails from paypal are phishing..just forget them

you should not link to those sites.. just incase someone might get mixed up ;)


and yes, its a PP scam... PP never used a IP, its always a domain :)
