You can apply for PayPal's Debit Card. it's an actualy Mastercard which they send out to you that works exactly like a creditcard. You do, although, have to have a verified premier account - or something...
I know I can use mine as Debit Card but will need to apply separately to use as Credit Card. (Which I am not interested in) Best thing to do is phone paypal.
You can buy domains from many sites with paypal without the need for a credit card. Godaddy accepts paypal I know and I'm sure others here can tell you of more sites.

When you are on paypal and looking to pay for a domain via paypal, just make sure your payment option is set to your credit card. Paypal defaults your checking account (those cheap a$$e$--paypal doesn't want to pay the 3.5% to a credit card company for the transaction), so you need to go in and manually switch the funding source to your credit card. You will have to go through one prompt that comees up ("are you sure you want to change funding sources...."), hit yes, pay, and you are homefree.
