Where are you getting your numbers from? I think you are seeing the Google results. That is far different than searches.

I only see these numbers for "Paralegal Studies Online"

Broad - 2400
Phrase - 720
Exact - 480

In fact the term "Paralegal Studies" itself is far short of your numbers -

Broad - 22,200
Phrase - 22,200
Exact - 4,400

It might have a high CPC, but Traffic Estimator shows virtually no competition for the term.

I wouldn't even look at the CPC, I know of some that have a CPC of $53 at the top end of the scale, what they don't tell you though in those little numbers is that barely anyone clicks through, therefore unless you have a top 10 site that gets 90% of all the traffic you are not going to fare well unless you get lucky with a random click.

According to Spyfu the keyword "legal" has 158,000,000 results, 435,000 daily searches and 4,500 clickthroughs...which means only 1:100 is ever going to bother...

You really need to get to number one to have a chance and as such unless you build something special from your site you don't stand a kitty cats chance in a dog pound.
