Organizational nightmare

I have an idea, that would take alot of work to put together, it would be something where like 20 people join

They all agree to develop an accepted site by a certain date, then for 6 months, all ads are only to other member sites

This way everyone cross promotes, after this, all would have to promote the network home site only as part of their banner rotation (or whatever)

We would need to agree on sites etc.

But now that it is becoming more and more difficult to launch a site (Especially a forum) I think this would be very helpful

The only thing I think would be an issue is the updates of content. If you think about it, it would not be very motivating to develop a site, work real hard on it, and then have to basically give money away for a couple of months to get the money back later. People are not going to be motivated to update their sites often if no income is coming in. Now that being said, the month or whatever that their ads are showing, they would probably work a lot harder, perhaps updating it daily, but by that time, all the other site owners are not updating their sites. Not sure if that made much sense, but let me know and I'll try to clarify.
