I am in the middle of doing some niche research, however I have a quick question. When looking up search volume, and the number of pages that a specific niche has in term of competition, should I put quotes around the terms

For example blue widgets may return 5000000 results, where "blue widgets" may be 250 000 It makes a huge difference when trying to calculate the competion.

Using both types of searches should be wise, since anyone else who types in those keywords will use them without the quotes, usually. And, any competing products within the first 1-3 pages of search results will be your competitors, once you establish your site.
However, using the search with quotes will help **you** to find what you are looking for more precisely.
Regardless of the number of searches, the following questions need to be answered:
1) Is there any site offering any similar product/service within the top 30?
2) If not, is there a reason for that?

Hope this helps!
