Some suggestions to fill it out and give it more breath.
Need a logo/emblem. With an image on the right, the title needs to go on the left to balance it out (or add an image to the left). Remember in composition to draw a line down the center to use as a measure to balance the elements. Visitors may not hold a MFA degree, but their eye would find something amiss if it's not balanced, which can leave a negative impression.
A contrasting color to break the monotone is also needed. Have to catch and keep the eye, or it'll stray and the visitor will leave. Another pointer is: where is anything pointing too? Make the flow follow where you want the visitor to do, see and/or to go.
Blues are on the dark side, and the font color would be harder to pick out. Increasing the contrast would make the text come out better.
Hope the suggestions helps to flesh the design out a bit.
