Well,

.TC is the CCTLD of Turks and Caicos Islands, a small island in the central american region.

.CH is the CCTLD of Switzerland. Switzerland is more popular than Turks and Caicos Islands by means of the number of Internet users and population.

Unless you develop a website providing information about New York, it will be a tough one to sell.

Just do a quick search at sedo.com for domain names containing the term newyork. You'll find Newyork in almost all CCTLDs without even a single offer. Some CCTLDs like .CH had some offers, because of the popularity.

The resale value for this domain would be mid xx to low xxx, IMO.

Yes there is $35/Year at Godaddy.

What i ment with "free to use" is that anybody can reg a .tc domain, it has no specific rules that you have to have presence in the country.
