New laws and regulations are targeting online fraud by forcing owners of Web site domain names to identify themselves. The federal government says online anonymity is an obstacle to law enforcement. But the change could hurt people -- including whistleblowers -- who want to remain anonymous for reasons other than fraud.

This would be a hard law to pass. In many cases people who commit fraud use stolen credit cards and identies so this law would be useless in trying to find them

From what I've read, it's only for those in the US of A, with .us domain names.
