It takes more than a server and a connection to the Internet.
You need access to the zone files (600+ Mb zipped for .com and 100+ for .net) then you need to download them and parse them into a DB. Finally you compute the differences between previous and latest version of the zone files... You need some resources, IMO a dedicated server is required for that kind of job.
It's not hard to do but you need resources, a good connection and separate contracts with Verisign, PIR etc to access the zone files etc.
