I would be willing to pay you $15,000 for it, but there is one thing I need done
first to insure my investment. I have talked to other people who invest
in domains, and they say to make sure the seller gets the domain
professionally appraised (done manually) first. They recommended
"ratingappraisal.com" as a quality domain appraiser, because
they use a check system of 5 people to set the price. Once the domain is
appraised, I will pay you $15,000 or the appraised value.
Please get back to me ASAP with the appraisal so that I can know its
value and send you the money.

Turns out someone also named Brian (Brian Mears) owns the registered domain names of the suggested appraisal site (ratingappraisal.com), the name of the company the paypal payment for the appraisal goes to (qualitytrafficsupply.com) and the e-mail domain used to send me the offer ([email protected]).
I wrote back that most domain sellers are pretty savvy about domain scams, although I was sure it was just a coincidence that his name was the same as the owner of all three connected domains. Told him it was the seller's responsibility to get an appraisal, but I would gladly deduct it from the selling price.
Also let him know that his name, address, phone number, etc, while not complete in two of his registrations, was all present in one of them.
If he is legit, he'll let me know, I'm sure...but I'd keep an eye out if I were you.
