Need your help, with Philiphine ip 121.54.110.74

I have done some investigation on ip 121.54.110.74, and found 6 active members on my forum linked to the same ip. I asked one member about it and she claims, in their country they use one ip for the whole nation.. is this true? can someone help out.. please and thank you

121.54.110.74 is this the only IP for the country PHILIPHINES
